My Prokicker 9.9 motor is on a small 14 foot pontoon boat and it has a 10X7 prokicker propeller and at WOT it will not exceed 2500 RPMs. So I tried a 4 blade 10X5 and I still could not get the WOT over 3000 RPMs even when I tried to cavitate it briefly with the power trim. The manual says the WOT should be 5000 to 6000 RPMs so is there some type of governor on these engines for some reason? The engine has been recently tuned up and the fuel is new and it runs really very smooth, but it will not exceed 3000 RPMs which it the fast idle RPM and I'm sure that is rev-limited for engine safety. Any thoughts about their being some type of rev-limiter/governor possibly affecting the WOT RPMs and if so how can it be disabled?
