Mercury 90 Problems

I need some help about the subject, Just 2 days ago, I tested the boat by keying the ignition.
all I heard is just click everytime I turn on the key. I measure the voltage at the solenoid where the 12 volts wire coming from the battery is attached, as I measure, I let someone to turn on the key, I notice that the 12 volts on the solenois terminal drops to zero everytime tyhe key is switch to on.

If you can help me out diagnose the problem I appreciate it very much.
