Mercury 25hp jet, 2017

I have a 2017 25hp Mercury jet. It keeps going in to lower power mode, I can turn it off and back on and it will run fine sometimes. As long as it is at full throttle, pence i back the throttle down low power mode comes back on. I have changed out the water pump, i have had the top end taken apart. Still doing the same thing. When it first did it I was driving it on a really cold morning it was about 20 degrees. Doesn’t actually seam like there is something wrong more like a computer issue
