Mercury 2006 200 hp Optimax

For 343 hrs since new the WOT has always been 5200 rpm. It dropped down to a max of 4800 rpm. Took it in and had new plugs and new reeds installed as they needed it. Test drove it and still 4800 rpm max. It starts good , idles good and runs and sounds good but wont rap up to 5200 rpm. Any ideas ???
