Mercury 1980 two stroke 50hp

I haven't started my outboard for at least 6 to 8 months so decide to today, so while priming fuel notice fluid coming out of motor so took cover of and saw it was coming out were the carby butterfly is, I noticed there was nothing covering the butterfly (see photo) I have never touched the carby since had the boat but was wondering if it needs a cover to cover up the butterfly section or its OK the way it is ? Haven't had any problems in the past, I have no idea what to do so am hoping someone does as would appreciate it.
