Mecury 200 hp raises up in reverse

Everything works fine, but if i give it power in reverse,ing. On the water, everything appears to work f the motor raises up. Also, when i use my transom saver, it doesnt keep power down while trailering. On the water, everything appears to work fine. Nio leaks from the seals on the tilt or trim. 1998 Mercury 200 hp
