Mariner 40EL 1982

Engine surges and misses at all rpms. I have replaced the coils, CDI pack, charge coil, trigger coil, plugs, fuel pump and rebuilt carbs. Compression is better than 110 pounds on both cylinders. Could a problem with the reeds be the issue?

you might have water in your fuel, do not use the 10% alcohol gas. Replace fuel filter and drain fuel pump and carbs and tank, start with fresh premium gas and oil. Open vent on you fuel tank, your fuel line may need replacing if its deteriorated. I put a filter right on the gas line next to the engine also.
