Fuel system problem 2009 6.0L marine power

Boat will start but after idling for about 2 min high pressure fuel pump starts to warm up and make a high pitched whine then will begin to run rough and cut out and high pressure fuel pump is hot to touch.

With that said I change out entire fuel system low pressure fuel pump high pressure fuel pump and fuel/water separator filter . Drop it in the water fire it up and same thing after a couple min of minutes high pressure pump starts to whine and heat up. Anyone help would be greatly appreciated thanks
