Force 120 1997

My problem is with the tilt/ trim unit. I recently got a boat off of craigslist and it was free so I accept the challenge. I knew it had issues. I was told that the engine runs fine but I can’t verify any of that because there was no propeller on it. I’ve since purchased a prop for it but still waiting on seals. Further inspection showed that the tilt lock lever was broke also which I have replacement. So my problem is the rod in the cylinder of the power trim won’t retract back in cylinder.
