Evinrude Starflite 85 hp 1973

I believe this is a 73 but have yet to be able to find a serial number, part diagrams seem to match up though. The problem I am having is the motor is cold to start but with ears on will rev up no problem, in the water have to choke to get moving and once so fine. If I shut it off in the water even for just a few minutes have to go through the whole process again. The primer bulb stays hard and primed with fuel and once the boat is going runs great. Not sure if I should be looking at fuel pump issue or if I have carb issue. Anyone run across this similiar issue?
