have a 1982 4hp evinrude will idle but will not run when powered up was told need new seals or head gasket pistons read 70 psi in both tore engine apart mech said rings and piston are good i put all new seals and gaskets in tryed compression and it still reads 70 psi should i have honed the block and put new rings in or is 70 psi ok
