can I cut into the fiberglass?

I have a 1988 19' open bow seaswirl cierra with a 150hp Johnson outboard. I'm wondering if anyone who is familiar with this boat has cut into the box areas under the back two seats? I'd like to put an extra battery in there and also alow for better drainage as water pools up in front of those seats when I hose out the boat.

I'm worried to not compromise the structural integrity of the boat...it seems odd to me that these areas are not accessible.

Any help would be appreciated.
