boat trim problem

I have a 1990, 20' Sting Ray, 175hp Merc., inboard/outboard. My trim motor hums but does not move the prop. It seems to be stuck in the down position. When I try to get it to go up, the motor does not hum. What would be the cause and possible fix?

I hat to tel you this,But i think your trim motor is frozen up. Their is only two bolts and one wire but
getting at it is the next thing . It's a one handed job , laying on your side and you can't see. That's
is the east part,Getting it back in is the hard part
