access to power steering reservoir on 2013 Suntracker rpb254xp3

I have a 2013 Suntracker RPB254XP3 triton with a Mercury 250L VERADO. I purchase the triton new and have less than 25 hours on the motor. i have just started experiencing steering problems. The power steering goes in an out, resulting in extreme difficultly turning and then without any change in speed come back in and steering becomes back to normal (easy). This happens at any speed.

I have located the steering guild reservoir under the rear seating panel next to the cranking battery. However I am not sure from there how to gain access. the portion over the top of the reservoir does not seem to be removable and I fear I have to disconnect the cranking battery and remove it to gain access and check guild level. I have not noticed any leaking fluid on the floor.
