225 Mercury offshore 1996

Our 1996 Mercury 225 offshore outboard will run fine in the morning but after going 20 plus miles out and then stopping to fish it will start to run rough. Always starts perfectly but won’t take the throttle. Then after a while it will finally take off but then it loses rpms. Still goes along but at 30 mph instead of 39. Losing almost 9 mph. Never runs well again that day. Next time out. Same thing. Good as long as we aren’t starting and stopping.
