2005 Mercury 90 HP EXLPTO

The gear shift/throttle leaver is extremely stiff when shifting from forward to neutral, N to R, R to N and N to F. This makes manuevering in tight spaces, docking, etc. problematic. I don't know whether to look for a problem in the control module, linkage or lower unit. Suggestions?
