2002 mercury saltwater carb will not run above 2200

2002 mercury

changed the following, control module ,stator ,spark plugs ,fuel filter , carb kits ,impeller kit ,and will not run above 2200 rpm unless alarms are unplugged off of control module and then runs fine. the motor does not set off alarms when plugged in just won't go above 2200 rpm .
