2001 Mercury 115 HP 2 Stroke

Motor was running fine (Sorta). First few times out seemed like the power was missing intermittently, but boat was powering up and planeing ok. Thought it may just be getting the right fuel mix or restriction did find a kink in the fuel line. Ran again and problem of little intermittent power pulses seemed less. Did some small idle adjusting. Took the boat out this weekend and it will not power up fully. RPM around 2500 at full throttle? Plugs Ok, found Number 3 plug wire off but may have happened while lifting cover off?
