Started having running issues last summer and fall. This spring I removed and cleaned the carb and replaced the plugs and fuel filter. It started great and idled great, for a couple minutes than back to the old issue. I did a compression test(cold and warm) both cylinders show ~150psi (throttle locked open and cranked 6 times on each cylinder). Checked spark with an adjustable tester and both cylinders will fire over a ~1/2" gap(20kv). While idling if I remove the bottom wire, I hear it arcing, then back it away there is no change in the rhythm. If I remove the top wire, it stalls. When I removed the old plugs I remember seeing the bottom plug wet. I assumed it to be gas and the compression blowing the spark out. Install new plugs and now the plug is dry with no sign of burning while the top one has some tan color already. Is it possible the bottom cylinder isn't getting fuel? If so, what could the possible cause(s) be?
