1998 Yamaha 175 throttle issues

I was running the boat around 3500rpm and it seemed like motor came out of gear. Engine stayed at rpm but boat slowed down. Pulled throttle back and shifted the engine into neutral, forward and reverse. Put it back in forward gear and tried to throttle it up, rps come up but will not move the boat past idle speed in gear. What could have happened? Something in the lower unit broke?

I have a 175hp 1989 ETXH Yamaha, Just yesterday was doing 5mph and the RPMs rocketed on me. Went into FWD & REV but would let lose at a higher torque.

Pulled the lower end off and all looks good. I am thinking the prop is slopping so going to make a park on it and see if that is what is happing.
