1996 Ocean Runner 115 sled

lower right mount bracket cover. oxidated hole in the center.
What cause it? How to remove bracket bolts for replacement of
rubber mount & bracket. Bolts never been removed, need method that would prevent bolts from breaking in the removal process.
need some experience solutions to resolve. Lou
