1996 evinrude 25hp outboard

Motor overheated; long shaft and lots of weeds. Changed water pump and motor and pump working perfect in idle, bogs ++ in gear. Went on to change every thing I could think of and problem persists… new gas tank and gas, new plugs, new stator, new coils, compression at 120 for all 3. All tubing seems fine, no leaks. Ran carborator cleaner and checked all 3 carburetor. Had a one second better throttle after spray but did not last… at a loss… practically a new motor by now and still not working! Can anyone help?
