1994 ranger 374v 175 mercury 2.5l xri losing prime

my ranger runs fine,but everytime i turn it off i have to use the primer bulb to start it then it takes off and does fine.it has new fuel pump,primer bulb and fuel lines and made sure they are tight.any help is greatly appreciated.
