Outboard motor runs with water running to the motor by way of the muffs. Good stream of water from the motor when it starts and the idle is fairly high (tack is not working so I don't know what RPM). But when I put the boat in the water the motor will either not start or it may start but run very slow. If it runs when I put it into fwd or reverse the motor bogs down. When I bought this boat about 3 weeks ago, the motor idle was set very high and the motor ran fine in fwd and reverse. I was able to go about 37mph with the boat. I lowered the idle speed and now the motor will not run when I put the boat in the water. I have replaced the fuel line from the fuel tank to the motor. All three plugs, plug wires, coil packs, and rebuilt the 3 carburetors.
