1989 Mercury 90 Tilt and trim will not go up

Tilt and trim will not go up. I checked both relays with ohm meter and both works. Trim will go down and up every once in a while. Checked wires to trim motor and connected. Can anyone help. 1989 Mercury 90

I would also check hydrolic oil in tilt/trim pump tank.

I would suggest checking relays again for function and continuity, a bad connection in relay socket. Remember this is a older motor and corrosion can and will happen. Clean all connections and seal with liquid tape. Use contact cleaner everywhere and connections . I have a 95 model 90hp mercury. Rewire and steering/transmission cables completed last summer. Should solve most are all my problems. Good luck Sometimes it is nerve racking but fun.
