1988 Mercury 35HP B395053

My motor will only start when trimmed up partially, it in the water deep enough to still suck up water and pee, but on initial start up it will only start when partially trimmed up, if I try to start motor when trimmed all the way down it will not start, but after initial start up it will start when trimmed all the way down everytime with no issues with just a quick turn off the key.

Any reason as to why this is?
