1979 70 hp 3 cyl outboard i lost forward gear i have replaced all the parts needed shimmed correctly put back together reverse ( gear selector all the way clockwise) the prop turns clockwise when shaft is turned clockwise and clicks counterclockwise and neutral works with the selector in the middle on the bench but when turned to forward gear selector counterclockwise all the way the prop still turns clockwise when the shaft is turned clockwise and clicks counterclockwise should it be the opposite or does it have something to do with the preload pin on the top of the shaft.
