1976? Honda 7.5 four stroke outboard

Honda 7.5 four stroke outboard

Lower unit has a factory hole that is weeping oil.
Is this an indication of seals going out or?
On the stand it constantly weeps oil, I noticed it when I was changing out the water pump.
