Why is my boat doing this??!

I recently purchased a 70 hp Johnson. If I put it in gear, it will idle. When I go to give it throttle, it boggs down. If I cover the carb with my hand for a second and then hit the throttle, it works fine. Why is it doing this?

VRO pump was removed and replaced with a regular fuel pump. It works but runs out of gas in about 2 min. I added an electric fuel pump. With both regular fuel pump and electronic fuel pump, it works fine but electronic fuel pump has to run constantly. Why would it do this?
