Injector fuel pump

I have just changed both fuel filters and now engine won't start?
I've bled air out through system, and I have fuel coming out at the injector pump banjos (my fuel tank is higher than engine), but I don't have fuel coming out of one of the injectors?
I am cranking engine using the decompression lever, and I am keeping the raw water Seacock closed.
I've tried using the low pressure lift pump lever a lot also, making sure I move it all the way down each time.
