Problem with OMC 5.7 liter Cobra engine; bogs down at higher RPM.

Can anyone give me any ideas as to why this still happens, even after I replaced all spark plug and coil wire, fuel filters , distributor cap and rotor. Spark advances to 22 degrees at top speed.
