my 1996 150 mercury offshore outboard

why is it after running for about ten minutes my mercury ofshore outboard just dies down to about 8 knots.it seems to foul the plugs. what can be the problem here?

i am new to boating and i am encountering a few problem. i have a 1985 gradywhite offshore24 that is powered by twin mercury offshore 150. after running 35 knots,full trotle for about 15 minutes it just dies down to about 8 knots and sometimes shutdown. what could be the problem? can anybody help?
