mariner 4 2 stroke serial number 09744829

Hi there I recently bought a mariner 4 for my sib, I believe it's a 4hp its not running the greatest so I've been looking for service parts etc but have no idea what year my outboard is or model number all I have is serial number off clamping bracket. I also have carb number if that helps, any info on this motor would be much appreciated.
