Johnson 50hp 1995 - RPM Drop

The engine RPM slowly drops and eventually stalls when full throttle. It also has trouble at idle / low RPMs. The engine the takes a few times to start and I have to turn the key, prime and almost juice the gas one in neutral a bit to almost feed/warm up the engine prior to going in gear. Has anyone had this issue? I am no expert and the issue doesn’t happen to when reving in neutral
