Evinrude V-4

Completely rebuilt carbs, good compression, new spark plugs, new VRO pump, new gas line, and new fuel filter. I am running a 18 pitch raker prop and my hole shot used to be fast, but now my motor revs up to 2800-3100RPMs going 7-8mph and will not get on plane for several minutes. Turning or hitting wakes helps and i can sometimes get it on plane if someone sits on the bow of the boat. Motor runs good once it passes 3200 RPMs but always super slow to get on plane. Im very frustrated and cant figure out the issue.
