Evinrude Fisherman 6hp

I bought this used and I'm having trouble figuring out why it won't till forward. I pushed the trim lock release lever But it won't tilt forward.There is a hortzontal rod that is supposed to mechanically lift up , over, and into the slots holding it in place when it's tilted up.I appreciate any suggestions. Thanks. Jeff
