can't get nose of boat out of the water

have a 1990 15' Fisher Marine V Hull WITH A 1990 15 HP Mercury stick steer . 9"diameter X 9" pitch. I can not get the nose of the boat up out of the water to keep from plowing water. The only thing that helps is to put motor in the 3rd slot. but, when I do this the motor will cavitate when turning to the left. this because of prop rotation in that direction. in the 3rd slot I'm getting a whopping 16 MPH out of it. Now, when I lower the motor to the 2nd slot the boat slows down to 13 MPH and it plows water again. Is it speed I need? Help. I don't know RPM it is running in either slot. I just know slot 3 is a lot better until cavitation. Thanks

Beside more HP ,raise the outdrive 1 notch at a
time probably 2 notches to tilt it away from the boat , O if you don't know what the outdrive is ,
it's the bottom of the motor ,If you look ,half or so down on the motor you will see a long pin ,about
6" long .thats it . Have fun. Don

You need more horsepower .what you have is not enough for the weight your pushing.
