60 hp. 2 stroke 2003 yamaha depressed can't go boating

my 60 hp. 2 stroke 2003 yamaha eng will ramp to high RPM's in idle but will not go above 2000 RPM in gear. i replaced the fuel pump and the primer bulb and plugs replaced gas and still have the same problem. any help
