The starter and battery were replaced and now the boat will crank but when you turn the key a second time there is nothing. let it sit for a bit and it will crank again then nothing on next try. not sure what else to tackle.

Check out main current path terminals, such as battery and on starter solenoid. Then also check the control circuit connections such as solenoid coil wire and so on. Given its new starter and battery its a bit strange, but still if not done properly can cause these issues. I know this sounds a bit basic but have seen the case where the battery rating or capacity is not correct for the motor, often what happens as you describe is that battery charge is or not enough low, that's why you have to wait for the battery voltage to recover then it cranks again after a rest. Do a trial, run your truck over next to boat on trailer if possible and run a pair of jump cables across and see what improved capacity does. Quick way to disprove or prove this
