1995 suzuki dt150

engine wont run above 2000 rpms when in gear. I think they call it limp mode. In the beginning it would do this intermittingly but now its all the time. When in neutral it revs just fine as soon as you put it in gear it goes back into limp mode. I have checked fuel line , sensors, oil injection relays, replaced fuel pumps. I took it to a boat repair place and they said it was ecu. It took me two years to actually find a replacement. I think I have the only new one in existence. I installed it and it didnt fix the problem. Boat runs and idles great. They checked the stator and compression etc. I have found other people with this exact same problem on other forums but no one at this point has been able to figure out exactly what is causing it. Every entry on every forum the guy goes through pages of entries whey they test everything and then either the guy never replys back or they get frustrated and buys another motor. Can someone please help me figure out what is going on.
