1988 40 hp evinrude

My 1988 40 hp evinrude E40elccs will idle with muffs on but will no idle in the water. I deleted the VRO system, rebuilt the carburetors. New fuel lines and good compression 130 psi and 135 psi. Any help would be greatly appreciated.
